Understanding the implementation plans for the health care law passed in 2010 is a complicated job for even the most seasoned policy wonks. This provision would have required most companies with the equivalent of 50 or more full-time workers to offer health benefits on January 1, 2014, or pay a fine of at least $2,000 per employee.
