Stop Start Continue Change Management Model
Introduction to the model – SSCC
The stop start continue change management model is a useful ‘quick and dirty’ tool for looking at service improvement. It can also be used as a technique for generating ideas, solving problems, and negotiating behavior changes between two groups, individuals, or departments
Using the four basic titles (STOP START CONTINUE CHANGE) look at a service or offer and consider each of the actions, top stop elements (or the whole service), start doing something new, continue what is happening (it is working well) or change an element.
All of this must be in the context of robust customer feedback – not on the whim of a change team or the organizations management.
Using the Stop Start Continue Model – SSCC
The Stop – Start – Continue – Change (SSCC) model can be used for a variety of purposes.
For example in the process of developing a partnership, it may be very helpful for establishing baseline data and developing a common understanding of the stakeholder group perceptions of the current situation.
1. Set the Context
Take some time to think about what you are doing in relationship to organizational partnerships.
Ask yourself these questions:
- What is not working in our current organization? (Something we should STOP).
- What should we have in place to improve our organization? (Something we should
START). - What is working well in our organization and should be continued? (Something we
should CONTINUE).
2. Individual Work
Use the: Stop Start Continue & Change worksheet to:
- List three things we are currently doing that we should STOP.
- List three things that we should START that would improve our organization/ service.
- List three things we are currently doing in our organization that should CONTINUE.
- List three things we are currently doing in our organization that should CHANGE.
Note: If there already are partnerships in your district or school, you may want to ask
what to STOP START CONTINUE or CHANGE relative to what is currently happening with
partnership activities.

Applications and uses of Stop Start Continue Change
The Stop, start, continue and change model can be used for a variety of applications including:
- Customer surveys
- Staff surveys
- Coaching feedback
- Performance feedback
Stop Start Continue – Use in feedback
Many organisations recommend using the ‘feedback sandwich’ what was good, what was poor followed by what was good. I do not like this approach as each time someone gets good feedback they are conditioned to expect poor comments – so after time they stop listening to the first ‘good stuff’ and are mentally waiting for the…’and here comes the bad stuff…’

Stop start continue – In team led performance management
Stop, Start, Continue and Change is an activity that can be used in a performance management setting.
During each meeting the team focuses on one team member and provides feedback for them. The team is to concentrate on four things about that member using the Stop, Start, Continue or change theme.
For the first element Stop they tell that team member the things they should stop doing and could improve upon as a manager. For example, if the manager does not allow their employees to make decisions on their own then the manager is not properly preparing their employees to be managers themselves.
The team then uses the same process for Start
For Continue and Change where they share the individuals best practices. They give the subject of the review something they should start doing to make them a better manager.
To end the session the team leaders provide feedback on something the manager does well and should continue to do.
