Thinking something is incredibly difficult...because you've never done it.
I wonder which is more common.

Absolutely No.1 is more common especially when you are assessing somebody else's work. The actual time to do an unknown project is how long it actually took, not how long you think it should take. It's easy to be critical of another's work, when you 'think' you are an expert...
