As the adage goes, you don't lose papers in a fat file. It's when you get super-clever and create files on mini-topics that papers go to ground and you're baffled by your own system.
With that wisdom in mind, I use project boxes [Levenger sells great ones] and briefcases. I have, let's see now, seven briefcases that can be dedicated to different projects.
Crude, perhaps, but very effective.
