Applicant: "I'd like to apply for Specialist III."
HR: "I'm sorry. Specialist III requires six years of experience and I see from your application that you only have five. We have no openings for Specialist II. Specialist I, however, doesn't require any experience."
Applicant: "Okay, then I'd like to apply for Specialist I."
HR: Wait, I forgot that there's also a problem there. Your five years of experience will cause us to regard you as overqualified for that position. We're worried that you'd probably get bored with the job and move on to something else."
