Top leaders required to develop a plan to demonstrate their advocacy for Quality Leadership methods and the goals of the transformation. Along with a plan to transform into a more customer-oriented organization that was internally collaborative and deeply listened to both employees and citizens, Madison developed a leadership style they called Quality Leadership. A mission statement is developed by the management team and shared with the department.
