I heard Michael Chertoff, former Secretary of Homeland Security, on MSNBC (Morning Joe) this morning, and he observed that all of the drills and training over the last 10 years were coming into play this morning in Boston.
The lesson is clear. You have to plan, prepare, and drill in advance of the moment of need.
