A critical part was adapting a proven model in a related field: microfinance.

I suggest that Obama announces now that Start-Up America will officially disband on December 31, 2015. Microfinance (Bangladesh), securitization of revenues (Saudi Arabia), and royalty-pay-back funding (Israel) were all invented overseas. Nothing prevents Obama or his successor from starting a new initiative on January 1, 2016.
