The idea that the "cream will rise to the top" is too often more than offset by the Dunning-Kruger effect; and the real leader's highmindedness will be viewed as a threat to the status quo. They are the ones people turn to when things get tough. I Think Not.

This can result in poor decision-making and a lack of innovative thinking. Halo Effect Leaders influenced by the halo effect judge someone’s performance or character based on a single positive trait. Dunning-Kruger Effect Incompetent leaders overestimate their ability, not recognizing their lack of skill.
