Moreover if they decide to develop the application should this be done internally with existing staff, or outsourced, and if outsourced will it be done domestically or offshore and who will manage the process. Oh, and what about development methodology?

Lack of Focus and Follow-Through : Those leaders who lack the focus and attention to detail needed to apply leverage and resources in an aggressive and committed fashion will perish. With good mentoring, that new leader will be effective. Inexperienced, yes — ineffective…that remains to be seen.
